It really is wild! Not sure exactly how often Otomo did a rough pass on his boards before doing the final lines. On a few of these (especially Cannon Fodder) it seems impossible that he didn't! But most of the boards are a lot looser than the ones you see in Satoshi Kon's later work, where he'd draw roughs and then trace over them with final inks. So, it's a tough call.
